SB 119 – Homeless Youth: emergency shelters.
Requires the Department of Social Services to adopt regulations, to standardize the licensing criteria for emergency youth shelters.

SB 132 – Green Schools facility program – planning priorities.

SB 140 – Common Core Instructional Materials.
Requires the Department of Education to develop a list of supplemental instructional materials that are aligned with the common core standards, and allows school districts to adopt instructional materials that are not on the state’s list if the materials meet specified criteria.

SB 341 – Trucks: backup alarm.
Require a backup alarm on all dump trucks doing construction activity or those that may enter construction sites. Current law already requires this backup alarm on garbage trucks. CALOSHA regulations require backup alarms on trucks used on construction sites, however the regulation doesn’t cover those trucks outside the jobsite.

SB 365 – Payday Loans: database.
Requires the Department of Corporations to establish a database for all of the payday loan businesses and each customer.

SB 450 – Redevelopment housing expenditures.
Puts a cap on planning and administration expenditures and prohibits some ineligible expenditures from the Low- and Moderate-Income Housing Fund. Requires an agency to reimburse the L&M Fund 150% if an acquired property is used for a non-affordable housing purpose. The bill also beefs up auditing and enforcement mechanisms.

SB 476 – Categorical Program Flexibility: extension.
Extends the current categorical flexibility provided to school districts for another two years.

SB 517 – High-Speed Rail.
Moves the High-speed Rail Authority under the Business, Transportation and Housing Agency (BTH), with BTH submitting the Authorities’ budget. Subjects each of the Governor’s appointees to Senate Confirmation, adds specific slots (such as engineer) for these appointments and adds conflict of interest provisions currently applied to the California Air Resources Board.

SB 650 – The College Promise Partnership Act.
Enacts the College Promise Partnership Act. Authorizes the Long Beach Community College District and the Long Beach Unified School District to enter into a partnership to provide participating pupils with an aligned sequence of rigorous high school coursework leading to capstone college courses with consistent and jointly established eligibility for college courses.

SB 761 – Computer Spyware: Do Not Track.
Requires the Attorney General to develop regulations that require any business that collects, uses or stores online data to provide an opt out or Do Not Track, mechanism so computer users in California can prevent their online data from being collected, used or stored.

Requires the State Allocation Board to report to the Legislature and the Governor, no later than March 1, 2012, regarding the status of the school facility program, including funds remaining and when funds are estimated to be depleted.

SB 862 – Goods Movement Authority.
Establish the Southern California Goods Movement Authority for developing a list of goods movement related projects in Southern California and empower the Authority to enter into a MOU with PierPass for funding these projects.

SCR 6 – Internet Service Accessibility in Affordable Housing.
