Senator Stern’s Statement on Assembly Bill 2133 The California Global Warming Solutions Act of 2006: emissions limit

Sacramento, CA - It was very disappointing that the clock struck midnight on September 1, 2022 and
Assembly Bill 2133 failed to garner 41 votes in the Assembly to head to the Governor’s desk for an
automatic signature as the Legislature tried to implement the Governor’s broad environmental vision. AB
2133 would have increased our current Greenhouse Gas ( reduction target from 40% to 55% by
2030, ensuring emissions are reduced to at least 55% below the 1990 level by no later tha n December 31,
2030.

“Big Oil and their cronies made a big mistake in killing this bill with their allies in the Legislature. We
now have the long term enforcement authority to directly regulate their climate pollution through
command and control even more aggressively than th e 55% target would ha ve allowed. I predict, after the
dust settles, those who fought this measure will realize that stalling our march to decarbonize California
and the world is futile and they’d be better off at the table than on the menu."
